The Office of the Chief Technology Officer (OCTO) is
the central technology organization of the District of Columbia
Government.
OCTO develops, implements and maintains the District’s
technology infrastructure; develops and implements major enterprise
applications; establishes and oversees technology policies and standards
for the District; provides technology services and support for District
agencies; as well as develops technology solutions to improve services to
the businesses, residents and visitors in all areas of the District government.

Civic Commons is public-private partnership that helps
governments to share software they have developed, eliminating countless
duplicative software development efforts and accelerating the spread of
innovation across the country. Civic Commons is the brainchild of one
government technology agency, the District of Columbia’s Office of the Chief
Technology Officer (OCTO), and two non-profits focused on technology innovations
and open government, Code for America and OpenPlans.

The European Union
should have stronger policy to implement free and open source
software, says Marisa Matias, Member of the European Parliament. "Public
administrations should not spend huge amounts of money on proprietary
software when there are free and open source alternatives available".
